providing mediate child cara sis stance to homeless families.

>> Thank you, madam chair.  I would like to suspend rule 12 to add
councillor campbell and councillor wu as original sponsors obt
resolution since we are working together.

>> Thank you.  I would also like to thank horizons for homeless
children and all of the advocates for the work on the resolution and
state house resolution.  First resolution is senate bill 257 filed by
-- house docket 3564 filed by house representative marjory decker.
otherwise known as an act to provide mediate child care to homeless
families.  More than 3000 families 0-5 live in shelters in
massachusets.  More than a third are in shelters in the city of
boston.  The average age for children living in shelters is just 19
months old.  When a family enters the state shelter system they are
coming from crisis.  Housing security, emotional and other factors
make it easy to understand why adults condition maintain employment in
the transition.  In a shelter the primary focus is regaining
stability.  Housing plan, and begin step by step to rebuild.  Access
to child care is a major factor to those in homeless looking for
stability.  Often the shelters highlight it as a major obstacle to
find employment.  Under the existing system a family has access to a
child care subsidy if they demonstrate they have a job or in school.
it just doesn't make sense.  This new legislation would make sure
every family entering the start shelter system is immediately able to
receive child care.  I want to thank marjory decker and senator -- for
their leadership.  I urge you all to sign onto the legislature today
and call the state house to ask them to sign on as well to help usher
this through the senate and to be moved to sign into law.

>> Thank you, madam president.  I think the lead sponsor for her
thoughtful and tenacious advocacy of supporting our homeless families.
i am glad we're all co sponsoring on this.  Th +* came from our first
policy briefing.  Folking on homeless families.  What has come out of
it is what we had hoped.  Instruction -- providers and the impact of
families this.  Is a regular mendation out of this.  I am proud to co
sponsor this resolution thank you for the leadership this.  Is a
common sense bill that allows families and homeless shelters to be
eligible for child care.  This is a prior marry barrier to gaining
employment.  We know early education and care is critical for
developing brain and it provides consistency for children in
unpredictable living situations.  This is one of the most critical
things, to support families trying to build housing and financial
security, thank you.

comment on this.

>> Quickly.  First of all I want to thank councillor esabbi-george,
pressley and president wu for the partnership.  I don't need to say
anymore.  What is incredible.  We had our first hearing and we are
taking action to support families and the state house.  Thank you.

>> Thank you, madam president.  This past author september I had the
honor of attend can a speech quick vice president, former vice
president joe biden.  I think you may of been there on the cancer moon
shot.  While there I was with a woman who was the council general
living in south boston, works in boston.  We hit it off.  We were
talking about the fact while we do many wonderful flag raisings in the
city, sponsored by us.  In my opinion and members may correct me.  I
don't know if we have done a irish flag raising.  That will change
this friday.  We will begin at 11 arm.  The councillor general and her
colleagues are coming.  A minister from ireland is coming to join us
well.  Will have delicious food, irish step dancing, music and maybe
councillor linehan can add his pipes to some songs.  Depending on the
weather we will be out in that third -- the third floor plaza under
the overhang.  That is where the flag raising will be.  This is a
wonderful opportunity to celebrate a day where we're all irish.  It's
a great raising of the flag.  Hope you can all join us.  Program
begins at 11:00.  Do speaking 11:30.  Then 12:00 the flag raising it
